The City of San Angelo Animal Services Division exists to prevent the spread of disease from animals to humans, enforce local and state laws and increase the number of animals that leave the animal shelter alive. If you’ve been bitten by an animal, then please call Animal Services to report the incident.
Concho Valley PAWS is the vendor contracted with the City of San Angelo to facilitate adoptions for animals housed at the San Angelo Animal Shelter.
As a 501(c)(3) nonprofit, PAWS also provides veterinary care for shelter pets, foster programs, and low-cost spay and neuter programs.

Notable requirements for animals inside city limits
- Animal Services in the Code of Ordinances.
- All dogs and cats over the age of four months must be:
- Up-to-date on rabies vaccinations.
- Spayed or neutered. It's against the law in San Angelo to house an unaltered dog or cat.
- List of exceptions.
- Microchipped.
- Chaining of dogs is prohibited for any period longer than two hours in a 24-hour period.
- All cats, dogs, ferrets and potbellied pigs housed within city limits must be registered.
- It's against the law in San Angelo to sell animals without a breeder’s permit.
- Residents with more than seven permanent dogs over the age of four months must have a multi-pet permit.
- Rules regarding livestock within city limits.
Deceased animals: Injured or dead animals located on City rights-of-way will be picked up by our staff. Call Animal Services to report. Dead animals located on private property will require the homeowner to dispose of the animal unless it’s an animal that is considered a top-five rabies carrier (coyotes, skunks, raccoons, foxes and bats).
