College Avenue from Chadbourne to Irving streets will be closed from 4:30-7 p.m. Wednesday, Oct. 30, for the Downtown Trick-or-Treat Fest. City departments will take over the parking spots in front of City Hall with trunks and decorated displays. Note that City offices will close at 4 p.m. Wednesday.
