Tax Increment Reinvestment Zone Board

 
Applicants are required to match funds for most projects:

• 25% match required for all projects in the south.
• 10% match required for larger projects in the north.
• No match for projects up to $10,000 in the north.

Incentives

The TIRZ district has two eligibility areas for incentives: the north and south TIRZ zones. Within these areas, a variety of incentive types are available to encourage revitalization and infill development of properties in these key locations. Please review the TIRZ policy to see if your business or property qualifies. All required application documents must be submitted to the Planning and Development Services Department.

South TIRZ funds are available, the application window is open from March 1 through April 30.

The north zone applications may be submitted at any time. North applications will typically be considered by the TIRZ Board approximately 1-2 months after receipt of a complete application. Please contact the Planning and Development Services Department for more information on the TIRZ Program.

Types of funded projects

The following categories are eligible for incentive projects:

• Façade improvements
• Historic preservation
• Landscape installation
• Screening of outdoor storage
• Paving
• Secondary egress
• Asbestos abatement
• Fire sprinkler & monitored smoke alarm system
• ADA improvements

Other eligible categories not often used:

• Sales tax rebate (on locally purchased materials)
• Property tax abatement
• Development fee reductions or waivers

Do not begin your project yet. Once the TIRZ board and the City Council have approved your project, City staff will prepare the incentive agreement, which lays out the terms of the grant award. Once the agreement has been signed by all parties, City staff will send out a "letter to proceed," which allows the project to move forward. 

Any work performed prior to receiving the "letter to proceed" is not eligible for reimbursement. This is a reimbursement grant, which means that an applicant must perform and pay for all of the work upfront.

Once the work is complete, the applicant must submit proof that the work was done and the costs of the project. This is usually done through invoices from contractors and pictures of the completed work.

• Meets project criteria listed in policy document.
• Appearance and location of the project.
• Projects improving a blighted property prioritized over non-blighted properties.
• Improvements visible from the street prioritized.
• Occupied buildings prioritized.
• Project that expands the tax base or employment are prioritized.
• Overall investment and fiscal impact to the City.

• High priority: housing, historic preservation, fire sprinklers and building aesthetics.
• Medium priority: landscaping and other aesthetic improvements, other health/safety improvements.
• Low priority: internal building improvements & signage.
• Lowest priority: parking lots & paving.
